Westchester County Law Enforcement Services

There are 45 local police agencies in Westchester County, New York. Other county, state, and federal agencies responsible for protecting Westchester County frequently work with one another and with agencies located in the surrounding counties and states.

The Westchester County Department of Public Safety (WCPD) was created in 1979 by merging the Westchester County Sheriff's Office with the Westchester County Parkway Police. The current acting commissioner is Terrance Raynor. The previous Commissioner/Sheriff was Thomas Gleason, who served Westchester County for over 40 years.

The Westchester County Police Department provides primary police coverage for county parks, parkways, and facilities. It also patrols the Town of Mount Kisco and supplements the New York State Police in the Town of Cortlandt. The Department is the fourth largest law enforcement agency in Westchester County after NYSP, the Department of Corrections, and the City of Yonkers Police.

In 2010, County Executive Robert P. Astorino announced a plan to merge the county departments of Public Safety and Emergency Services. However, as of 2023, these departments remain separate, and the plan appears to have been abandoned.

Several municipalities in Westchester have Auxiliary Police Units, which contain volunteers who are trained Peace Officers and assist their police departments with special events, traffic control, crowd control, and patrol. Such Auxiliary units have powers of Peace Officer.

      • If the EMS call is the Yorktown VAC EMS District, the 34 Medic will be dispatched with Yorktown EMS by YPD on the Yorktown EMS Frequency. Operations will also be conducted on this frequency.
      • If the call is in Mohegan VAC EMS District, the 34 Medic will be dispatched by YPD on the Yorktown EMS Frequency. Meanwhile, Mohegan VAC will be dispatched by 60 Control as normal.

Westchester County Hotline ("Countywide 1")

  • The countywide hotline is the primary communication between all 45+ "Local" Westchester Police Departments. NYPD, Putnam County Police agencies, and Greenwich CT PD are on the hotline.
  • The countywide hotline is currently a "private" Zello network. Most Westchester County police agencies have a primary Android phone in the car or desk to access the network.
  • The countywide Zello network (Often referred to as "Countywide 1") is also patched to TG 391 on the A66 trunked system, and traffic is now encrypted as of March 2024.

Westchester County Department of Emergency Services (Fire/EMS Services)

WC DES Patch

The Department of Emergency Services, headed by Commissioner Richard G. Wishnie, plays a critical role in keeping Westchester safe and consists of four divisions:

  • Fire Services
    • The division administers, coordinates, and maintains the fire training program that is available to Westchester County’s 58 fire departments.
    • The Fire Services Division is comprised of four units:

      • fire inspection
      • special operations
      • Fire prevention and protection
  • Communications (60 Control)
    • The Emergency Communications Center, commonly referred to as "60 Control", provides primary dispatch services for 52 fire departments and 32 EMS agencies in Westchester. The center is staffed 24/7 to handle fire and EMS mutual-aid requests in and out of the county.
  • Emergency Management (OEM)
    • The Westchester County Emergency Management (WCEM) works with local, state, and federal governments to prepare Westchester for disasters. During a major emergency, OEM may activate the county's Emergency Operations Center(located at TMC in Hawthorne). At this state-of-the-art facility, the county, local municipalities, hospitals, and utilities work together to keep the County safe.
  • Emergency Medical Services (County EMS)
    • The EMS division collaborates with local, regional, and state agencies to enhance the county’s Emergency Medical Services System's effectiveness by providing emergency preparedness training, mutual aid coordination, and incident management assistance during large-scale events.

Chief Car Identifiers:
Units Will Be identified as: Department - Authority Level
The first three numbers are the department, and the last number denotes a decreasing level of command authority. Example: Car 2021 is the Ardsley Fire Cheif, Car 2022 is the Ardsley 1st Assistant Fire Chief & Car 2023 is the Ardsley 2nd Assistant Fire Chief.
After the chiefs (decreasing level of command authority), each agency differs in how they proceed with numbering.

Battalion Coordinators:
There is a Fire Mutual Aid Coordinator for Each Fire Battalion. However, each coordinator primarily responds to departments within their own battalion; they may be called to another area for assistance. For example, if there is a major Mutual aid Call in Battalion 10 and the Fire Mutual Aid Coordinator for that Battalion is unavailable, 60 Control will call the next available Fire Mutual Aid Coordinator.
There are only 3 EMS Mutual Aid Coordinators. EMS 10 handles Battalions 14, 15, 18 & 19. EMS 11 handles Battalions 11, 13 & 16. EMS 12 handles Battalions 10, 12 & 17.

Westchester County Fire & EMS Dispatch

As per the database, most Fire & EMS departments in the county are dispatched by 60 Control on the new UHF Paging Frequencies or 46.26 MHz. A few agencies self-dispatch on 46.26 MHz (Fairview, Hartsdale, Ossining); however, some departments that are dispatched by 60 Control have elected to move to an alternate frequency for dispatch and operations (Somers FD, Mohegan FD, New Rochelle FD, Eastchester FD).

After the initial dispatch, most operations are moved to the corresponding talkgroup on the P25 trunked system (in particular for departments dispatched by 60 Control). However, departments dispatched by 60-Control with their own frequencies (Mohegan, Somers, New Rochelle, Eastchester) may remain on their frequencies for operations and use the P25 trunked system for mutual aid and other interop purposes.

Some departments are not dispatched by 60 control and remain on their own frequencies for dispatch and operations. See the Alternate Dispatch Agencies section below for more info.

As of 2022, 60 Control is slowly moving away from low-band and alternate dispatch frequencies and is migrating to countywide UHF Paging.

Westchester County Fire Battalion Listings

The Deputy Fire Coordinators serve as the liaison between the County of Westchester and local fire departments. They are responsible for providing fire investigation services on the scene. At the request of the on-scene fire chief, the coordinator secures and coordinates additional resources for the responding agencies to mitigate the fire emergency successfully.

The 10 battalions in the county contain 4 to 7 fire departments under each jurisdiction. There is one Deputy Fire Coordinator assigned to each battalion. Although each coordinator primarily responds to departments within their own battalion, they may be called to another area for assistance.
